Hi,

It depends on what else you may have done. The application will have a default page template set for it that may be set to "One Level Tabs..." - if that is the case, you should change that. To do that:

1 - Go to Shared Components
2 - Click on Themes
3 - In the Tasks list on the right, click on Edit Theme
4 - Click on the link for the theme for your application in the Theme Name column
5 - Scroll down to the Component Defaults section
6 - Change the settings for "Page" and "Error Page" to one of the "Two Level Tabs..." page templates
7 - Click Apply Changes

You also need to ensure that you've set the tabs correctly. Here's an old thread where I explain how to do this: http://forums.oracle.com/forums/thread.jspa?messageID=2809408&#2809408 Apex 4 has slightly change the Tabs page - when you get to that page, click the Manage Tabs tab and the "the long green bar" that I refer to in my post is now a "the long blue bar", but hopefully the rest should be ok.
